thats a loaded question that could be a thousand different reasons. not utilizing trinkets not using the right rotations for the right situation not cliping what you can clip not being in the right positions for your powers dependent on what they are. if you stay with the group not being speced properly for your build not having any artifacts and if you do not leveled ones this list can go on and on and on
637 sp won’t make you automatically better than other players… And besides for a might dps .. if a might dps has 637 and the other might dps only has 400 … the amount of sp used to boost their damage is the same … both are gonna have both crit chance and crit mag maxed and their might/power maxed…. Precision won’t make much of a difference and health dom or any other place you can add sp does nothing for damage… but even then there is a lot of factors as the person above said that can be the reason
A lot more info is needed to answer your question. What power are you? Are you Might or Precision? How did you spec all those Skill Points? What powers are you using in your rotation? What artifacts are you using? What level are they? What allies are you using? What level are they? What's in your utility belt? How often do you use everything in it? And there's more to ask, but you get the point.
As far as you are concerned, you must be very likely to have an under-performing power and you are not maximising it or perhaps it cannot be maximised. As far as I'm concerned those beating you with less sp, they have overperforming powers and can maximize them far more than you because of things left broken in this game that give them a definite advantage over you
finally try to do your best and if possible to improve yourself and you would never do anything wrong, and the best way to avoid competing with everything is to exploit the score, and to play your second role and your 600+ sp will have more importance
