Yeah, you can get it from the fate vendor in HOL for 300 marks.

You can get it from Doctor Fate in the House of Legends for daily reward fate tokens, as well as other movement 'trinkets' from the vault like the journeyman boots (speed) and gloves of clinging (acrobatics).

Just to point out, though, you can get rings that do the same things as these now - but with better stats and without taking up the places of more useful stat giving gear. The Legion Flight Ring is available from the 'Long Live the Legion' episode, the Speed Force Ring can be bought from the vendor in the Anniversary event each January, and there's now a Robin King Ring can be unlocked and bought from the current Dark Knights episode (and grants acrobatics). (Also, if it's not obvious, the speed force ring and robin king ring can also be bought by one character who have unlocked them and have the currency, and give it to an alt through the shared bank.)

I see...but for a Joker fan the choice is obvious lol.
