First of all, Oceans has been working her butt off rebuilding Gotham to remove all the Brainiac related content (bottles etc). A lot of people probably don't realize that when content like Flashpoint needs an unbottled Gotham, it gets reused (yes), but they also get approval to go back and do stuff like get rid of the bottles. Hopefully this will become the game's default Gotham at some point after a levelling/progression revamp. Aside from that; Oceans is also probably dropping some hints.
