Controller contribution is only measured by power given out in world boss kills.

Have you considered adding Pick-Ups to the equation?

As a Controller, I'm in possession of a preponderance of shields during Open World Bounty time. But every time I see a dead (sorry, K. O.'d) body, I have to weigh whether I think I've done enough damage or not before I even try to pick up a fellow player. It'd be nice if that contribution was recognized.

(And let me tell you, I've seen a LOT of bodies hit the floor over the past few days. It's kind of hilarious watching Kalibak or the Hydra drop like twenty guys at once. )
