They spawn just not in the location they should be in, you have to look around a little bit for them. I found one few days back in the grass off the map area they should be in.
Yeah one or two of the domcrazed sub bosses you got to fly to the edge of the map some times to find her. It's been broken for a while now.
All of the above. Also you can fly, run, glide, skim or warp back to the original spawn point to help "reset" the zone then travel back to where they're supposed to appear and that should help. SHOULD...... Long Live DCUO!!
As a heads up, I submitted a fix for this Friday, but that fix won't be on the Live server until at least the next hotfix. So keep your eyes peeled. Sorry for the inconvenience.
