Make More Strategy-Heavy Legends Like Circe

While some may hope for it to be that way, there are very clear best ways to play legends characters.

Many of the legends that actually have high skill best ways of playing are many times overlooked since people either won't bother to learn them, Robin, or will find less effective, but still unfortunately useful, ways of mindlessly spamming with them, Catwoman and Lex. Either way the breakout characters, Shazam, Black Adam, and Circe, don't have the greatest depth as to how to most effectively use them.
