I was getting this same error on USPC. However, i worked around it. I get the error plugged into my regular home network. I have a hardware VPN in to my company/work network. I plugged into that, then the patch worked fine. Then I plugged back into my home network and have been able to play fine. I don't think there's been another patch since, so, I may be broken again then. In any case, for me at least, it appears to be network related. However, I really have no idea how/why. I've been playing for close to 2 years, and never had any issues like this.

This error sounds like DNS issue.. all of use that has errors have the same IP address listed in the error code... 93.184.215.248. Seems like certain DNS zones are not being updated to point to where the patch are suppose to be. When you connect to VPN to work, your work DNS zone probably have the updated info.

But yeah, it is strange this is happening.

    Soe support ticket answer:

Thank you for contacting Sony Online Entertainment. The issue you are currently experiencing is commonly related to a caching issue with the game's launchpad. In order to possibly resolve this issue, go to your game's folder and find the launchpad.libs folder. From there, delete the launchpad.cache folder and try accessing the game once again.

If this does not resolve your issue please reset your Internet options by following these instructions: Go to Start > Control Panel > Internet Options > Click the Advanced Tab. On the Advanced Tab Afterward click Reset > Delete Personal Settings > and click Ok. Then go back on the Internet Options and on the advanced tab, scroll down to Security and un-check "Check Server Certificate Revocation" and "Do Not Save Encrypted Pages to Disk" then click on Ok.

If you continue to have problems, please provide the files below so we can better assist you.

I’ll need you to create the following two diagnostic files so I can take a closer look for any potential hardware and software issues:

    DxDiag.txt
    MSinfo.txt

To create the files on your hard drive, please follow these instructions:

    DxDiag.txt
    - Press and hold the Windows key and tap the R key on your keyboard.
    - In the box that pops up type DXDIAG and press Enter on your keyboard.
    - Click the "Save all Information" button, located at the bottom of the program window.
    - In the "Save As" box click the icon in the top bar.
    - Select the desktop and save the file as "dxdiag.txt"

    MSinfo.txt
    - Press and hold the Windows key and tap the R key on your keyboard again.
    - In the box that pops up type MSINFO32 and press Enter on your keyboard.
    - Click on the "File" menu and choose "Export..."
    - Select the desktop and save the file as "MSInfo.txt"

Assistance with these instructions can be found at this Knowledge Base article:

I read your workaround and thought I'd try it out, so I've connected my PC via my mobile phones internet connection and all of a sudden, the patch is actually downloading as I'm typing this up.

Also, I agree with Hobs, there should be a manual update of the patch download ... https://forums.station.sony.com/dcuo/index.php?threads/manual-update.174067/

I opened the launcher today to check and it patched just fine, so maybe the problem is over.

We are looking at this issue, and have looped in some of our NET ENG group to take a look at things to see if there is data corruption at the patching source.
