    The missions should actually be level 30 content instead of being 1 - 30. All dlcs for mmos are end game content except for EXPANSIONS. Which means we will temporarily have level 30 mentors. When we get to level 30 we will be able to use the new iconic powers I think this would be the best chose imo.

    Black Adam Villains:
    Level 15: Defend the nation of Kahndaq and take the exobytes to Black Adam.
    Level 30: Discover Felix Faust location and beat him to the full power of Shazam.( You join up with Shazam and Black Adam to defeat Felix Faust and you gain the power of Shazam momentarily)

    Shazam Heros:
    Level 15: Lead a full assault on Kahndaq and retrieve the exobytes from Black Adam palace.
    Level 30: Discover Felix Faust location and stop him from getting the full power of Shazam. (You join up with Shazam and Black Adam after fighting Faust undead and accidently get the power of shazam)

    In both of these you will be fighting in the place of the 7 deadly sins of men.

    Deathstroke Villains:
    Level 5: You are put on a training mission fighting a multitude of assassinated targets by Deathstroke. You then assassinate a hologram Deathstoke.
    Level 15: Lex send Deathstroke on a mission to retrieve exobytes to be studied by. Deathstroke tell you to find exobytes that have yet to find there host as he round up a strong amount of people that are infected with exobytes. You go throughout the prison in Fatal Five and defeat them then extract the exobytes from them with a device Lex game Deathstroke. Boss Battle: Green Arrow
    Level 30: Mercenaries are hired to kill both Green Arrow and Deathstroke. You must stop them! You must then find out who sent them.(You fight off Deathstroke assassins but have two choices to fight green arrows assassins or pay the Deathstroke assassins to go after him)(Boss Battle will be in Deathstroke home)

    Green Arrow Heros:
    Level 5: Green Arrow train you in hand to hand combat were you fight holograms of him until your sparring with green arrow himself.(The computer turn you into a version of yourself without a chest or shoulders with martial arts weapon style and given acrobatic powers and others)
    Level 15: You are stopping Deathstroke underdogs from taking unhost exobytes and go to save heroes infected with exobytes. Boss Battle: Deathstroke
    Level 30: Vise-versa of Deathstroke but done differently.(Boss Battle will be in Green arrow home)

    Black Waters Part 1:
    Star City: Obviously, this would be the biggest part of the first DLC. It would be a city about the size of Gotham or Metropolis, but without a lot of the content we see now (like the other two were before we saw the release of a lot of our current content). As it did with Gotham and Metro, this would change over time. WT/HoD portals could connect to Police Stations/Nightclubs from locations like the Hangar Bay & Containment wings. I would also suggest the scenery to include a clear, very starry night sky.

    Star City Locations
    Star Bridge: This suspension bridge is one of city's primary visual landmarks, known for a giant star sculpture atop each tower in the span of the bridge, connecting Star City's various regions.
    The Grell Museum: Named after Mike Grell, who wrote and drew a definitive era of Green Arrow in the 1980s
    Papp Stadium: Named after George Papp, one of Green Arrow's original co-creators from the 1940s
    Star City Forest: A star-shaped forest magically created on the scorched earth and rubble of part of the city. Home to the Parliament of Trees.
    The "Triangle": Long fought over by the city's various organized crime factions until the intervention of the freelance criminal Deadshot as depicted in his second mini-series.
    Lamb Valley: Detailed in the pages of the Green Arrow collected edition Straight Shooter.
    The South End: Introduced in Green Arrow v.3 # 60, in the wake of the events of Infinite Crisis and 52.
    The Glades: Named in Green Arrow v.3 # 61. One of the districts directly abutting the South End.
    Orchid Bay: The downtown section, and site of City Hall. Named in Green Arrow v.3 # 63.
    Adams Heights: Named in Green Arrow v.3 # 67. Possibly named in honor of artist Neal Adams, long associated with Green Arrow.
    Star City International Airport: A standard airport that lies in ruins (also Brainiac Incursion Zone).
    Starfish Island Penitentiary: A prison built on the island where Oliver Queen washed ashore, to house non-meta convicts. Again, my own invention, but one of necessity as I was unable to find such an institution in the fictional Star City during my research.
    Star Cemetery: This has no basis in my research. Instead, I am suggesting this as a location because we have two cities so far and zero cemeteries, and as a possible location for the (as far as I can tell) unnamed burial site of Don Hall.
    Wreckage of The Miranda: An oil spill in Orchid Bay caused by the destruction of a Merrevale Oil barge (run aground) in The Trench invasion. If this is actually implemented (long shot, I know), I only ask for the name of The Miranda to be left intact in memory of my daughter.
    SCPD Locations: The Glades, Lamb Valley, Orchid Bay, Adams Heights
    Nightclubs: Brick House Pub (The Triangle), The Pentacle Lounge (The South End), The Burly Barnacle (Orchid Bay), The Dark Side Club (Adams Heights)

    New Wanted: King Shark, Dark Avatar, Onomatopoeia, Constantine Drakon, Doctor Sivana, Ravager
    New Bounties: Lobo, Tempest, Rodunn, Swamp Thing, Cupid, Vixen

    New Mentors: Aquaman/Black Manta (Meta), Green Arrow/Deathstroke (Tech), Shazam!/Black Adam (Magic) - This would include some new missions for levels 1-30, with said missions taking place largely in Star City.

    Renown Groups: Atlantis/O.G.R.E., Queen Industries/Fatal Five, Marvel Family/Nation of Kahndaq

    Black Adam Villains - Aid Black Adam's Kahndaqi Foot Soldiers in recovering the Scarab of Isis from Star City's Grell Museum to receive a lucrative reward.
    Level 5 Mission: Raise the dead in Star Cemetery and gather the materials needed for the ritual to overcome Sebastian Faust's arcanic barriers and defeat him.
    Level 15 Mission: Defeat Sebastian Faust and retrieve some of Isis' stolen bones in Lamb Valley.
    Level 30 Mission: Lead an assault on the Grell Museum to retrieve The Scarab of Isis and defeat Captain Marvel.

    Shazam Heroes - Overcome Kahndaqi Foot Soldiers who have invaded Star City in search of The Scarab of Isis.
    Level 5 Mission: Defeat Felix Faust and put the dead of Star Cemetery back to rest before they can join the Kahndaqi invasion.
    Level 15 Mission: Stop Osiris and Sobek from retrieving some of Isis' stolen bones for her resurrection.
    Level 30 Mission: Fend off Kahndaqi Foot Soldiers and Black Adam as they invade the Grell Museum in search of the Scarab of Isis.

    Deathstroke Villains - Deathstroke is gathering Exobytes to assemble a new team of Villain assassins, to replace the Titans East who have betrayed him. Help him to gather the Exobytes needed and eliminate any opposition.
    Level 5 Mission: Invade Queen Industries to steal a large cache of Exobytes and overcome Arsenal.
    Level 15 Mission: Launch a prison break at the Starfish Island Penitentiary, to subdue and inject convicts with Exobyte data. Defeat Black Canary, who has come to stop the rioting.
    Level 30 Mission: Gather components for a mysterious device from across Star City, and face Green Arrow as he confronts you at the Papp Stadium.

    Green Arrow Heroes - Deathstroke is gathering Exobytes for reasons unknown, but they cannot be good. Find out who he is working for and put a stop to his evil schemes.
    Level 5 Mission: Defend Queen Industries' cache of Exobytes from an assault by Ravager, and release her from her father's control.
    Level 15 Mission: Put a stop to a prison break at the Starfish Island Penitentiary and defeat William Wintergreen and his cohorts.
    Level 30 Mission: Gather components for a mysterious device to keep them out of Deathstroke's hands, then stand against him as he comes to personally retrieve them.

    Black Manta Villains - The Trench have invaded Orchid Bay and caused a barge to run aground, causing an oil spill. Clean up the oil spill, enslave The Trench, and aid O.G.R.E.
    Level 5 Mission: Black Manta has hired The Scavenger to retrieve Exobytes from a wrecked Merrevale Oil barge off the shore of Orchid Bay. Protect The Scavenger from a Trench attack and contain the oil spill.
    Level 15 Mission: A meeting between Merrevale Oil President Jordan Wylie and O.G.R.E. has erupted into a pitched battle. Go to the Merrevale Oil Corporate Office and defeat Tsunami to restore order and secure the contract for O.G.R.E.
    Level 30 Mission: Subdue The Trench with slave collars to gather forces for an invasion of Atlantis, and fulfill O.G.R.E.'s contract by taking down Aquaman in Orchid Bay.

    Aquaman Heroes - The Trench have invaded Orchid Bay and caused a barge to run aground, causing an oil spill. Clean up the oil spill, and stop the invasion and those who seek to profit from it.
    Level 5 Mission: A Merrevale Oil barge has run aground and thousands of gallons of crude oil are leaking into the bay. Get to the wreckage site and help contain it, and prevent The Scavenger from stealing any tech.
    Level 15 Mission: Jordan Wylie has enlisted the aid of O.G.R.E. to plan his revenge on Aquaman. Interrupt his meeting with Typhoon in the Merrevale Oil Corporate Office (Adams Heights) before he can secure the contract and secure him for arrest.
    Level 30 Mission: Put a stop to the Trench invasion of Orchid Bay, and confront Black Manta and members of O.G.R.E.

    New Operation: Another Judas Contract - Deathstroke has a contract on the Titans East, and has hired Villains to eliminate them one by one while they are visiting Star City. Heroes must stop the assassins from fulfilling their contract, then defeat Deathstroke. Villains must defeat the Titans East one by one to fulfill their contract, then meet up with Deathstroke for one last target and payment. This suggestion is based on the One Year Later story arc.

    New Iconic Anomaly: Shazam! - Explore the origins of Billy Batson and his first battle with Black Adam.

    New Alert: Amnesty Denied - Travel to Amnesty Bay, where The Trench have invaded in search of food, investigate the origins of this species and put an end to their attack - or subdue The Trench place slave collars on them to force them to invade Atlantis for Black Manta.

    New Raid: Xebellion - Doctor Fate must send Heroes through an extradimensional portal to the aquatic penal colony of Xebel, where they must defeat the combined forces of Siren and King Nereus, and rescue Queen Mera from her prison, fighting Rebellious Atlanteans and the Death Squad along the way. Circe must send Villains through an extradimensional portal to the aquatic penal colony of Xebel, where they must aid a defeated Siren and King Nereus to prevent Deep Blue and Aquaman from rescuing Queen Mera, fighting Atlanteans and The Sea Devils along the way. Villains and Heroes alike must defeat The Dead King before being allowed to escape Xebel.

    Waterbearer's Touch: Reach out and touch someone. Causes Damage over time. Inflicts Dehydration Effect; after three or more Dehydration effects, victim becomes rooted and stunned and suffers 50% greater damage for duration. After five Dehydration effects, victim may be encased and suffers 70% greater damage. (Aquaman)
    Mirror Image: Moves your character just outside of combat range and places a duplicate copy where your character was to fight for you for a short time. (Circe)
    Allied Support: 25% Super-charge. Based on your alignment, summons a random Iconic Hero or Villain to aid you for 20 seconds, with 60 second cool-down. (All Iconics)
    Arcane Prison: Erect a magical cage around your target, encasing them and flinging them away from you. (Isis)
    Light Mines: Throws mines on the ground around you that stick to enemies, grounding them and causing damage. (Doctor Fate)
    Blood Drain: Drain a stream of blood from your target, damaging them and healing yourself for a portion of the damage. (Brother Blood)
    Skull Blast: Knocks back enemies and damages them with a blast of skulls from around the ground. (Felix Faust)


    Black Waters Part 2:
    New Powerset: Water

    New Raid: Fatal Error - With the aid of Dr. Sivana, the Fatal Five have once again banded together to create a new Methuselah Device using the Papp Stadium as a staging area, the true purpose of which is to steal the powers of all Exobyte-infused Heroes and Villains. Put a stop to this dastardly plot, or lose your power forever!

    New Raid: Poseidon's Trench - With Aquaman and Mera away, The Trench have invaded the Atlantean city of Poseidonis. Domed over long ago by the Hommo Magi (word filter), this city has already been partially bottled and drained by Brainiac. Heroes and Villains alike must fend off his invasion. Heroes must also fend off the enslaved Trench and their overseer, Ocean Master, while Villains must aid The Trench in their occupation by defeating the Atlanteans and their champion, The Dweller In The Depths.

    New Iconic Anomaly: Origins of a Dead Man - Explore the origins of Deadman, from the moment of his assassination to his possession of the living in order to avenge his own murder.

    The best way I can think to implement something like this would be a Form change to Deadman as a mortal, where you must complete a race-like acrobat event, then a cut-scene/Form change to Deadman as a spirit, and then as with other Anomalies a pre-made loadout with a possession option that changes your Form to that of certain characters in the instance.

    New Marketplace Legends: Nightshade, Sister Shadow

    New Legends Characters: Green Arrow, Deathstroke

    New Marketplace Base Themes: Aquatic Theme (Tigershark Sidekick, Brine Hatchling Henchmen), Mystic Theme (Mummy Sidekick, Vengeful Spirit Henchmen)

    Black Waters Part 3:
    New Mechanic: Professions & Secret Identities
    Professions allow the character to craft certain items of use in their Vigilante/Criminal careers, and to preserve their Secret Identities. Secret Identities offer a new option for character development, allowing characters to advance their Profession and increase their repertoire through missions similar to Iconic Anomalies, in which they must use strategy (not gear) and their Super Powers are unavailable. Characters must change to or from their Secret Identities in an Isolated Location (these will be small marked spots generated randomly throughout open-world areas, about the size of a phone booth) or risk spawning a random Iconic of the opposing faction who attacks them.

    Possible Professions Include:
    Construction: Allows Crafting of various Base Items & Limited Amenities (Single-Use)
    Medical: Allows Crafting of various Consumables
    Law Enforcement: Allows Crafting of various Mods
    Administrative: Allows Crafting of ...?
    Science: Allows Crafting of Limited Trinkets
    Dilletante: Allows Crafting of... ?

    New Alert: Sub Diego - Ocean Master has stolen the Royal Seal of Atlantis, a Zodiac Crystal, and used it to cause an earthquake in the San Andreas Fault. A portion of San Diego has fallen into the sea, and the city is drowning. Heroes must rescue the survivors who have made it to the surface, gather materials for a ritual to save those below while fending off Ocean Master's Rebel Atlanteans who seek to take them as slaves. Villains must gather survivors to become Drylander Slaves for Ocean Master, gather materials to erect a barrier to annex the city, and fend off Atlanteans who have arrived to aid in the disaster.

    New Raid: Water Boarding - Board the underwater vessel of The Trench to defeat their Queen and put an end to their cannabalistic invasions, or aid The Trench and release their Queen by defeating Aquaman and the Atlanteans who have boarded the vessel with him.

    New Legends Characters: Black Adam, Shazam!


    Unrelated Content:
    New Alert: Fall of Superbia - Two Parts: The floating city-state of Superbia has been invaded by Grodd (and the Sheeda). Heroes must aid the Ultramarine Corps in defending the city, where Villains must attempt to aid Grodd in taking it over. As the realization that the city is falling comes to light, Villains must find a way to escape the city, while Heroes must try to aid in its evacuation.

    New Raid: World of War - Following the events at the Prime Battleground, this would be a good opportunity for Brainiac to retreat to Warworld for a final show-down. This would be a complex Raid through the Warworld to find Brainiac in his actual, physical form (rather than through an Avatar), with Mongul and Cyborg Superman as his partners.

    This would be a great chance to introduce Mongul and Cyborg Superman, as well as elaborating further into the background of Brainiac's invasion. It could also segue into other storylines with characters like Clawster, introduce Metropolis' Underworld (the sewers, not necessarily criminal element), and add Doomsday & Parasite to a little more content.

    2 Duos that relate in some way to Professions/Secret Identities and one of the new Mentors (above).
    Ideas for Professions & Secret Identities - Alternative means of Character Advancement & a new Crafting System (not Exo Mods)
    Ideas for Water Powers - I'm thinking an Ebb Tree & Flow Tree, with some Hard Water abilities, Sea Creature Summoning, and other water-based effects. I'm inclined to go with Water as a Tank Power, though others will likely say Healer.

    I'm looking forward to hearing everyone's thoughts! :)

    With water powers, I loved hearing thoughts of what might be awesome to include, until that bloke actually did them in full detail w/ images of the trees.
    I my mind, water is done, and in pre production haha.
    Still like hearing ideas though, and sorry dude, but I have to say i disagree with summoning sea creatures and making it a tank.
    The power in my eyes has to heal, but I am ok (by ok, i mean i would still cry with sadness) with it going in a tanking direction instead.

    And the seas creature summoning is not a very appealing feature to me.
    Manupulating water out of thin air is one thing.
    But having a random seahorse pop up in the middle of the city, not to much. (pokemon did it already, and it was even weird then haha)

    Still love this thread btw.
    Hopefully this will take a bit of time out of the Dev's planning process.

    I could get on board with the Healer thing - or even Controller. I never said I was closed to other roles. Anything that works is fine by me. :) As for the summoning of sea creatures, that's sort of half the power that Aquaman has, and it's an Aquaman inspired ability. Fortunately, he can also create portals - like, say, in the ground - that such creatures could pop out of when summoned. And things that could actually be on land and survive, like the Brine Hatchlings, would be summonable. Nothing too outrageous. :)

    I'm actually thinking that one of the Duos should focus on Black Canary in the Sherwood Florist, though I'm not sure yet how.

    I'd really like to see some fresh ideas on the Professions & Secret Identities mechanic. ^_^

    This is a very good, well thought out idea, however it is a powerful one. I really hope the PS3 will not be dropped (until my family gets a PS4). Then again, I thought the same thing when I submitted the idea for War of the Light a few years back, and yet here we are. One suggestion I have (unless I just overlooked it) is to have an iconic anomaly elaborating on the origins of Green Arrow. I would love to play as Green Arrow! I love the idea and I hope it works out!

    I had a thought, and I am unsure how much I like it (or anyone will either).

    But I will stand firm on my opposing view of the 'summoning seas creatures' powers. (nothing personal towards anything, I just don't like the idea).

    My thought however was; Instead of actual creatures, how about sea creature inspired water constructs?
    Example: the summoning of a full size shark made entirely out of water?

    I know it sounds very Lantern-esque, and I am ready for that to be the downfall of this idea, but water is as versatile as light in a way, and it is still all within the water theme.

    So thoughts?

    Side note: I am not super up with Aquaman comics and lore, but I am wondering;
    Is it JUST Aquaman who can communicate with sea creatures?
    Or is this a trait that is commonly shared among the Atlanteans in the comics?

    I would be surprised if someone didn't approve.
    Not without a 100% valid justification as to why not and an as(if not more) in depth alternative.

    This here, is the direction the DCUO needs to go. A path that isn't using only Batman/WW (Lex/Circe) as the main character for all content.
    Break it up a bit.
    Create a full DC Earth, not just 2 and a half cities led by 2 or 3 characters.

    It may be the Dev's job, but I think they are fairly one-track minded.

    I have posted similar ideas to try and get a response/confirmation that Dev's are happy to expand the game on a whole, not just create more of the same alert/raid orientated DLC's.

    We want a diversity in content, the same content re rendered for a different story.
