well, Solomon Grundy seems a natural for Legends, although no one has mentioned him.
Scarecrow would be cool, and would probably have some good powers.
Totally want Batgirl - I would def play her... so long as she was strong enough!
Others we could have:
Black Canary - she is an awesome character in the comix, although the scream is irritating... but that irritation could work in Legends
Clayface - not one I'd play personally, but he could be fun.
Rather than list every character I can think of... Hopefully Legends will eventually have a one hundred-strong roster. I think all DC characters should be in there, as far as possible. Having a very large roster would put some pressure on the Legends specialists: it would be tough to learn the moves/counters/block breaks of every one. More fun-orientated players could then focus on their own fav choice and the toon's uniqueness could actually work in their favour. From a hundred character list how many players would master every one? Specializing with only one or two characters would become a viable option, rather than currently needing to be familiar with just about all of them to really be competitive.

Even.........Colour Kid with the power to change the colour of stuff?

How do you make a list with 34 names and NOT include the Flash?

Like, they'll probably have him use one handed but have all his other weapons as loadout moves like his rifle and they'd even give him a stupid turret. I'm afraid they'll give him a stupid turret.

Im afraid they'll do what they did to Huntress and The Joker by wasting a loadout power so you can swap weapons
