Command uplink module can be activated only in a teleporter I have found. The LED on the module will light up green if you stand in an enemy teleporter and stay green so long as you don't get killed. You must try the code for this to happen. After reading the module --> it says "Global Strike" ...??? your guess is as good as mine. It seems to be part of the new update comming down the road soon.
