Can't progress Stitch in Time part 2, "can't see target" message

Summary: can't gather bucket for Stitch in Time part 2
Description: Can not progress in sig line Stitch in Time. On part 2 where i need to gather bucket for pure water, bucket found in Thunder Coliseum right in front of me, but it won't let me gather it.
Camped out then back, in, still can't pick up bucket.
2 days in a row it's happened.

There is another thread on this. Seems to be a newer issue as it was working before the expansion launched. I wonder if they are sinking into the ground like npcs. It also makes me wonder if you can hail the bucket to get it to surface like you can the npc's when they sink into the ground...
