It currently does not procc at all, it just stays at 0 increments, so a person that is wearing it is basically gimping themselves with -8 to their cb/pot by equipping it. It appears to be missing what makes it procc such as: On any combat or spell hit this spell may cast Grasp of Souls III on caster. Lasts for 2 minutes. Triggers about 1.0 times per minute. There are several items from contested Brokenskull Bay and other zones with this issue, Gigglez! Thanks for pointing it out.
There was a bug preventing the healing versions of these effects from triggering. Thank you for reporting it. It's been fixed internally and will be coming to live soon.
