A couple things to help the Templar

    #1 - A 2nd group cure to match their counterpart. You can look to Druids to see how balancing this ability has been effective. I would change the seldom used Divine Arbitration spell to make this possible.
    #2 - Add a lot more HP to group buffs. Current amount offered is weak and outdated. Maybe make them % based so they don’t become outdated again.
    Other improvements would be great, but these would be enough to get them a shot in a lot of raid forces.

    No need to touch Divine Arbitration.
    Mana Cure is a pathetic ability that does almost nothing. Change it to a second group cure.

    Indeed. Take away that Mana Cure. I'm not sure I've ever seen it fire off.

    If you have it cast on the right person, it will maybe cure 4-5% of all of your cure hits in a zone. And this is assuming you are being lazy and not watching mob cast bars, just waiting until the dot hits you before pressing your group cure button.
    If you are not curing a dot, because you are hoping mana cure will get it for you, your group will die. Useless spell that should just be changed to a second group cure.
