My shaman alt of level 96 was able to request this mission by doing all of the partisan tasks and never turned in a shard for faction. My hubby's main of level 96 has turned in 7 shards, and done all of the partisan tasks up to this point, including one of the alt tasks, but is told he gets the feeling that he isn't finished. I can't figure out what he could be missing. I got it, and my alt got it with less requirements. He tried logged twice. We tried disbanding our group. He tried hailing Maanar to get the message that he needs to speak with Glask. He got that message, but Glask won't offer him anway. Ack! What to do!
Shard turn-in faction has nothing to do with the Partisan quests. Check his /achievements - RoF - Quests - Partisan of Shard's Landing and see which quests before The Believers he is missing.
