Do we get any special rewards for these Overseer quests, or are they just more quests with similar rewards? (still doing the second recruit quest). Also, I didn't see any Overseer achievements yet, are those still pending?
No special rewards on the first 4 of 6 that actually worked on Test, Overseer achievements aren't in yet no, believe they were set for the July Patch in the roadmap?
Not that I can see. In fact the rewards, certainly in terms of exp, are, lower than normal - eg Groundwater Rising, 12 hr exploration quest offers me 0.75 exp (at lvl 117) vs 1.00 for, for eg, Seeking the Sorcerer. The former is lvl 3, the latter lvl 5. So, currently not seeing any reason to do these, with the exception of the recruit quests (or am I missing something?) EDIT: Groundwater Rising, on completion, also gave me a common agent, even tho it wasn't a critical success. Surely it would make sense for it to give me one of the new ones? But, nope, I got a Guardian of the Keep
