Haha yeah I can see why that's confusing.

The two middle ones are the most frustrating to the playerbase. Crap we know people shouldn't be doing, or stuff which looks extremely suspect. The ends of the spectrum are the stuff we don't have to worry about as much, but for different reasons - zero day exploits because it's inherently contained to a small section of the playerbase while punishable gameplay people actually avoid because they know they'll get busted for it (like harassing someone with /report'able racial slurs, for example).

Maybe it's not really a spectrum. It's just four archetypes and there's some edge sharing between them.
