So far hearing about: Hanvar was broken. Went into Plane of Tactics, the two Decorins that are meant to spawn event have to be killed within six minutes of each other. We killed them quickly, waited and no spawn and they respawned within ten minutes of each other. There was no Tallon Zek or Vallon Zek spawn, nor was the other raid ecounters in the wings up either.
Having the doormen up means nothing if the Zeks are not set to spawn assuming you are talking about spawning them in the static zone. Once the timer has reset killing the doormen will start the raid encounter.
You do not automatically spawn the event by killing those 2 at same time. RZ need also to be up. How do you check if RZ up, you go to room where the is pit Down below. then you stand in the part that points toward the exit. There high into the air is an alcove, up there you can see RZ standing, if you stand a bit South. If he is up, you can do the event, otherwise NO.
I believe people may think Hanvar is broken when in fact they fixed HP lock and fixed it very well. You cannot overpower Hanvar or Vishimtar now. You must follow the raid mechanic. In Hanvar's case you wait for each wave of guards, and can reduce his HP more each wave.
Sounds more like taking time to me. HP lock bosses are annoying, but follow the mechanics and it's actually pretty easy.
