    It could just have been low priority for a long time, which I think is reasonable. It wasn't game breaking since you could easily do the pve content without it and it's not really spamable in pvp (as far as I know, but I almost exclusively pug pvp). Also, people complaining about it were correct that it wasn't fair to have to be superspeed to get full potential out of their powerset (mental for example).

    There was an imbalance in movement modes thanks to it, but that still sounds like some laziness/incompetance to me, YEARS to change from a 1s to 12s reuse... really? I mean a priority list is good, but do they really not look down and go "ohh this fix will be very quick, lets get that done"?

    We all know this is the reason. Nerfs rarely just happen if ever.

    I think dps said it earlier. Making it an iconic would have been the best fix but they decide to hurt the powersets that use it instead, further increasing the gap between top and mid tier powers for dps.
