Up-Votes Needed Fresh install problem

I recently reformatted my computer and reinstalled windows 10 pro. I install the game, it does the directx install...then it just flashes some windows so fast I couldn't see but I know it was the visual c++ stuff from previous reinstalls, then it brings up launcher shell windows that hangs.... then bar zooms up on it, next i get the launchpad that does nothing (no turning wheels or anything) with the message:

This is happening to a lot of people including me over on the Everquest side. It seems to be happening to EQ, EQ2, and DCU. Send in a ticket. I sent one about 6 hours ago and still haven't heard anything.
