Why does the pandora have the least amount of ammo?

Of all the shotguns, pandora has least amount of ammo. Is this a bug...or is it on purpose?

Probably to balance the 0.0 bullet drop with the other factions 11.25

We had a thread about this recently, it's likely a bug but we're not certain.

I would think that the lower bullet velocity would compensate for the 0.0 bullet drop, not the ammo capacity, which seems to be a much harsher "balance". Especially for ranges which bullet drop won't matter. (yes, even for slugs since the velocity is so damn slow)
