From what I can see, thats a VS issue period. No good RoF/Dmg ratio weapons with a mag size big enough to matter. Flare with EXmags might be a good weapon, slap laser and x1 or x2 on it, idk. But the 143@698 weapons just have to long a TTK to really amount to much. SVA88, idk what it is, but isnt it another 698rpm weapon? Or is it a dreaded 652 pos? So far ive played wtih the Pulsar and it blows, rerolling with the Orion and its just a good weapon. Imma get a flare later.
Ursa is typically recommended, unless something changed its better at longer ranges. You're not going to hip firing either weapon though. Both typically lose out in raw dps in close range, but in the 20-40m range they put down targets more reliably in my experience.
Flare can also equip SPA, and has slightly higher RoF than the Ursa, so it is somewhat better from 15m onwards, and not that crippling when in CQC and hadn't had the chance to change loadouts. Both though are great with Extended Magazines. And nowadays, with a lot of people running with NW4-5, huge magazines and high damage per round have their merits IMHO.
