A pretty basic idea. Heavy Assaults would get a new AA launcher, firing unguided rockets that explode in proximity to enemy aircraft. I really don't know how to expand on this idea any further.
You mean like the TR Striker mechanic? (OK, maybe single shot, high damage rocket instead of a volley of low damage rockets). I would love it if my NC and VS toons also had access to something like that.
A proximity seeking : aircraft ? It already exist on striker but I think it should replace the current lock-on we have on Grounder / Hwark / Nemesis. I'd made a "make rocket launcher great again" one month ago.
