    Open your Planetside folder - right click planetside dekstop icon and click "open file location" or C:\Program Files (x86)\Steam\steamapps\common\PlanetSide 2 if using steam version
    Open Useroptions.ini with notepad
    Change the numbers so they match this
    Code:
    [Display]
    Mode=Fullscreen
    FullscreenMode=Fullscreen
    FullscreenRefresh=0
    FullscreenWidth=1600
    FullscreenHeight=900
    WindowedWidth=1008
    WindowedHeight=729
    Maximized=0
    RenderQuality=0.500000

    [Rendering]
    OverallQuality=-1
    GraphicsQuality=1
    TextureQuality=3
    ShadowQuality=0
    LightingQuality=1
    EffectsQuality=1
    TerrainQuality=1
    FloraQuality=4
    ModelQuality=1
    RenderDistance=700.000000
    Gamma=0.000000
    VerticalFOV=55
    ParticleLOD=0
    ParticleDistanceScale=0.650000
    FogShadowsEnable=0
    VSync=0
    AO=0
    MaximumFPS=250
    UseLod0a=1
    BloomEnabled=0
    MotionBlur=0
    Smoothing=0

    and
    Code:
    [Terrain]
    RenderFlora=Off

    Those are the lowest possible settings and will look pretty bad. If that doesn't help then nothing can, your laptop is way below minimal specs.

    If you are going to build a new system: Go for the fastest, most recent Intel quad core you can afford. (so i5 or i7, Sandy Bridge or newer, possibly overclocked for even more performance. The game wants it!)

    It's probably the most CPU demanding game out there besides simulators. (Like Cities Skylines which can also be pretty CPU demanding in later games)
