[Suggestion] Tie in Continent and Major facility(BL,AS,TP) capture rewards to resources.

    This is in response to Higby tweeting what cont bonus's we would like to see.

    Continent and base benefits should tie into the resource revamp, and all the capture rewards should have to do with resources. The major chagnes that this would require are:
    1). Having power, and current power level determine rate of resource acquisition at bases which resupply players, and
    2). Turning the 3 separate resources into 1.
    With this we can change the capture bonus or reward for holding these bases.
    • Continent captures reduce resource costs by 2-5% globally until lost. Continent bonus' should be the same so that all continents have equal worth.
    • Amp stations increase efficiency of nanites. Each held reduces power drain at bases on cont by 1-3%%.
    • Tech plants help produce veh, reduces all veh resource (or all w o il)costs on cont by 1-3% each.
    • Bio labs increases resource rate by 1-3% for each held on cont.
    Why?
    Sense they all affect the same source of power(resource acquisition), this has 2 positive effects on gameplay:
    1). No facility or continent is really that much more important than the other, and the map becomes that much more involved with resource acquisition.
    2).This is another way to use resource control of the map against your enemy. Defeating your enemy through Attrition, etc... These bases being worth more towards resources increases their worth.
    3). The bonus's are not so much that they make an opposing faction unable to fight back.
