[BUG] The Gauss Rifle Burst's HVA is still broken...

    And the NC directive AR, the Gauss Prime is modeled after the Gauss Rifle (and it's burst variant), so it inherited the broken HVA too.
    Currently, the Gauss Rifle Burst and Gauss Prime get a 0 m/s (0%) velocity increase for the attached High Velocity Ammunition.

    If that's not broken, nothing is.
