[Suggestion] LA jet accuracy: set to 20% worse than hipfire or use walking values

    I think most of us are into the idea of allowing jump jet hip fire to be more effective than it is currently, but are also very worried that it will be severely overpowered if it directly matches hip fire while standing. Currently, it does match hip fire while standing which for weapons with a tight hip fire COF is quite accurate.

    My suggestion is a simple compromise: use the default hip fire but add 20% of that to the cone of fire. An alternative would be to use the cone of fire for walking, which also simulates some disturbance. This may be even easier to implement code wise, because those values already exist. As the program is probably already using the values for standing, it should be simple to instead use the values for walking.
