I have a decent setup, getting 30+ FPS at all times. Whenever I ping Emerald I hit around 20. Years ago this would affect everyone. During busy fights, it might take 5 full seconds before the rez or repair begins. The repairing is the worst, because it actively drains the tool while I hold it down doing nothing, waiting for it to trigger. I'm only reporting this because it seems like its only me. While I stand there waiting for the rez to actually start, often times people run up and steal the rez. The bigger the fights, the worse it gets, although its very dependent on how close to the action I am. Even if its 96+ both ways, if I'm on the other side of the base I can typically instantly start rezzing/repairing.
