Should be 800% Cert for $10 a month for the yearly plan and 300% for $5 this way more people can be a member. There are so many things to do in the game that to do it with different factions could be a good idea. The huge grind just to cert what you want could be turning off a lot of people from playing and becoming a member.
I think this would be a bad idea as it could definitely turn into a pay to win.. which could turn many people off.
