you mean when you first try to create a character? the game will show you the servers you have the best connection to, but you can click show all somewhere on the page to view all servers (even though we're down to two US, two Europe, and one Australian server now lol)
It's not meant to be played like the live server, so yeah. Only the US test server, which takes a decent incentive to get any sort of playable population.
