agreed. if, this was infact SOE's policy, it not only contradicts EVERYTHING Smed has said about hackers, but it also marks them as the most naive dev of all time.
do they not think that people would talk or share this information?
and if they really did, did they not think of the fall out such information would have on the community?

if anything, i think that what those letters are is for a ban for something like Sweet FX, or some other 'borderline' software that can cause false positives, yet has not been shown to confer any tangible advantage to the player

and i wouldn't be surprised to learn that it was a hacker who was just trying to ruin the game.

It's probably fake. However they do allow cheaters to just make new accounts if they are being banned for the first time. And I'm pretty sure they do sometimes suspend cheaters/griefers/exploiters instead of outright permabanning them.
