Repair tool overheating question.

If the repair tool overheats does it take longer for it cool down?

I believe so, once it over heats it has about a one second lag before it starts cooling down, but if you don't allow it to over heat, it will start to cool down as soon as you stop "firing" it.

Yes, there is a slight delay before it starts to cool down. It's not like 2 or 3 seconds, but there is a bit longer delay compared to letting it cool down before it overheats.

more important is u can rep with a half cooled rep device if u dont let it overheat
some sunderer might have survived if my rep device hadnt overheat

There is a delay, but it's all the same. The time it takes for it to cooldown from two 50% charges is the same as one 100%. so it's just picking the appropriate time to overheat.
If you are repairing your own tank while under fire you want to overheat so while your waiting you can keep trying to pull out without wasting your repair time. But if you are repairing a sundy that is under consistent fire you will want to only go 80% or so, that way if it takes sudden burst damage you don't have your pants down.

If it's a deployed sunderer, however, you can just refresh your loadout and continue.
