Optimize Hossin first on PTS and then release, or release first and optimize later?

As the title states. I am interested in your opinion.

I personally favor optimization before release, to make sure players see Hossin in full glory instead of damning an unfinished continent and going back to farming on Indar. But I am sure others have a different opinion, which I like to hear.
