He could use virtual machines with proxy and spam like 10-20 characters to ammo exploit

Look at the person's server in the actual data feed. Server: Unknown. None of the other players on Miller's Leaderboard have an unknown server.

new bug on stats

How is that ammo bug possible? I stop earning XP after a certain treshhold from my ammo pack until some time passes. I see people restocking ammo from my pack(no other pack around, ammo symbol disappears) but my XP dont tick in anymore.

22 hours he gets to BR 100? New booster pack only 10k Smeds.

BR100 with that few kills typically meant a stat padder that had his kills removed - seen it a few times prior to them dropping off the board completely. The 22hrs /played doesent match up to that though.
