    Since the jump happens at a peering point between the two networks, it could also very well be Charter's fault (bresnan is now Charter) for not upgrading their peering links or wanting to pay Level3 for more bandwidth, what ever the case may be.

    Basicly it appears to be a congested peering point, i.e. the same problem Netflix has had through Level3 and Cogent.
