Is archer the worst weapon?

Supports you said that, supports hide and shoot occasionally trying to stay alive and supporting the team instead of shooting.
I've been using the commissioner for that no problem before ASP, also not having that edge on damage in many situations of disadvantage (aka losing your vehicle to an enemy one) makes the difference between a kill or a wasted opportunity. So many lightinings in bad spots that can't run away to safety i've killed with the archer, or so many lost engages i've turned into a draw by killing the enemy vehicle with the archer.
Again, the commissioner is literally a primary weapon on a secondary slot, so considering you shouldn't engage but should stay in the second line as a good support should, the alpha damage of the commi is just perfect, i've been using it before the ASP, now my engi always runs around with an archer and a shotgun. Also you just suck the archer is great to finish engagements that would have been lost by bailing at the last shot you can deal without losing the vehicle and keep working with the archer, and guess what? It works wonders, my tankman doesn't have it for now, yet i still manage to pull this kind of cheese. Also it's nice for harassing air.

Also yes, the engineer, if you're playing solo, is for farming as it's not really great for combat, specially when not indoor, yet playing with random cannon fodder that can't push chokepoints gives a lot of nice ammo xp, but the medic is still better at farming due to its direct combat potential being higher and the revives giving a lot of XP.

I think we are on 2 different sides when it comes to the Archer. Some like it but i think statistics would show that most dont use it.

I feel this way... the gun is good at nothing, and an annoyance to everything... I think ammo types would bring the weapon to be useful for a lot of situations while keeping it from being good at it all

Im not sure that it would help. The bonus in some areas must be significant otherwise you would only make it slightly better but still bad.

The archer has incredibly tight hipfire. on my MAX support loadout i run it with a lasersight to help my MAX dps down other MAXes, on my Vehicle loadout i run it with straight pull bolt for the range.

Thats still no excuse for the lack of smaller sights.

    sure it would..
-AP rounds could do 400 real damage to armor (like 400 damage from a tank), but do little to nothing to infantry.
-HE rounds could do 400 damage still, but indirect damage is upgraded to 400 to 2-3 meters for anti-infantry
-AA rounds could blow up near aircraft like flak and do indirect damage with increased velocity, but ineffective vs armor and not blow up near infantry
