How to lock frames?

Title says it all. I'd like to lock my frame rate at maybe 40 or 50. I don't like this fluctuation. I know this can be done because Lendoria does this. Anyone know how?

    Vsync.

    Doesn't lock them for me.

That only works if the number he wants to lock it at is his refresh rate.
In you install directory there is a file called UserOptions.ini
Open it with a text editor and change the value MaxFPS to your desired value.

Will it work if I just have DXTORY open? Don't I have to record or something? Also won't that just limit my max FPS, I want to lock them so they don't go below 30 or 35 as well.

If you "just" have DXTORY? I don't know anything about DXTORY.
No, you can't set a minimum FPS. I don't know of any game that does that.
To get steadier FPS, just set the max to around what you get when the game is in a heavy battle. Like say around 30.

Lower your graphics settings or get a better computer & CPU. If there was a way to fix your min FPS everyone else would just set it to 120 and play away. The engine doesn't dynamically change quality levels like PS1 did.

Open the game launcher, click the little cog/spanner icon on the left. Click 'Open Game Directory'(or something similar sounding).

Then look for the UserOptions.ini file. Open it in notepad if it's not already set to open with notepad. Look for where it says MaximumFPS=[whatevernumberhere] and just change the number. Save the file. Exit. Happy playing.
