I am not quite sure if you can. However i havent tried yet. Try holding R1 while in a passenger vehicle. You will see at the top permissions. Click that. Donuts to dollars your answer is there man. Have fun.
Not sure how to do it for playstation, but on PC you hit PGDN by default on your numpad to open up a menu for your vehicle. Select the accessibility option you want, then confirm it, and you're done! In addition, holding Q while looking at silos, Orbital Strikes, construction turrets, and Glaives that you own will give you an option to change their accessibility too. As a squad lead you can also hold Q on capture points/generators to mark them as priority targets for your squad.
