Why would you take away the ability to activate recruitment for outfit and friends, its often times hard enough starting a squad if you are not an outfit.
Start a squad by inviting a friend or clicking the mass invite on your outfit. This is equivalent to prospective leaders needing to be nominated by somebody else. If you can't find one person to nominate you for leadership then you probably shouldn't be a leader. Did they also take command comms away from 1 player squads? Because that was an issue. There were people "creating a squad" just so they can grief command comms.
