For me, the solution was to update the onboard video drivers (Intel HD Graphics 4600). The dedicated graphics card drivers were already up to date, and the custom UserOptions.ini - as mentioned and given in this thread - didn't change anything.
The clue that led me there was an error message I got when playing video through MPC (a 'CreateDevice Failed' error).
