Yep, same here, i don't want or need it on(i'm a constant 59 FPS, in all but the biggest of big fights). It should be 60, but the smoothing option seems to have me floating at 59 most of the time. Whilst keybinds are totally fudged, i'm guessing(not tested), that changes made directly in the INI(configuration file) will actually stick(i'm yet to test because all my old binds still work).
