Faction specific ammo rebalance. Rework for disruptor,kcap,impact, and unstable ammo.

    I have an idea to rework the faction specific ammo. I would like to suggest to the developers that they should change the all faction specific ammo so that it could all behave similar to impact ammo. That means changing kcap,disruptor, and unstable ammunition into Impact ammo(keep the same names possibly). I believe that this could also lead to some unique loadouts on some unused guns so that they could stand out from the crowd . Of course, which weapons get access to empire wide impact ammo will have to be evaluated as not all guns that have access to the current faction specific ammo should get the proposed impact ammunition.

    Here are some examples of weapons that the proposed ammunition would work well with.

    Terminus - impact ammo reduces magazine to 25 rounds but changes minimum damage to 125. Add a new extended mag attachment as well .

    Guas Saw S- impact ammo reduces magazine to 40 rounds but changes minimum damage to 167

    Razor gd 23 + hc1 cougar - impact ammo reduces magazine by 5 rounds with 143 min damage ; reason being pulsar C is better version of these.

    U 15 recall - impact ammo reduces magazine by 5 rounds but makes minimum damage 167
