EMP grenades don't drain enemy shields in VR?

    Normally, it takes 8/9 shots (at chest) to kill with the Sirius at close range in VR. But I get the exact same result when I first throw an EMP grenade at or in front of an enemy in VR (and I do fire right after the detonation so the shield doesn't recharge). Is this a bug or why is this happening?
