With the increase of Anti-Material rifles and Launchers, Counterintelligence implant should be available to all characters (but would still require an implant slot to use).
Two solutions for those who already have Counterintel: 1. They get a 45k ISO refund. Or, 2. They would get an exceptional version of Counterintel ("Counterintel 2") with the double benefit of 'spot on damage' from Assassin implant. Therefore, you would receive both spotting effects for 1 implant slot whereas those with standard Counterintel and Assasin would require 2 slots for the same benefit.
