I think C4 is balanced. Sure, it can take out MAX, Infantry, and vehicles, but people forget how bugged it is. There are so many times where I drift over enemy vehicles, throw C4 down, and press the big red button only to find out that both packs were bugged and disappeared while I threw them. Powerful? Yes. Bugged most of the time? Definitely.
