It appears battleeye is blocking the game launcher. I get a message if I have recursion running that it is blocking one of it's .dlls but If I reboot and don't start recursion it still drops back to desktop at about 40% loading. It appears battle Eye may also be blocking the PS2 launcher. I also notice the server pops are all low so I'm guessing I'm not the only one. It straight up closes during the load-screen right after pressing play right? As until literally as I wrote this, that's as far as I got to playing PS2.
