ASP token unavailable for purchase on ASP 100 characters, despite having never respec'd

    A.S.P. tokens unavailable on all characters that have reaching ASP rank 100, despite having never used the token to respecify. Also unavailable on an ASP-70 character, but I believe that ASP rank 100 is needed to unlock the item.
