You switch to your turret and hit B. This switches to your ammo box (the only way yo get there if you are carrying mines) Until GU02 that ammo box was ALWAYS level 3 regardless what certs you spent. It has been fixed since GU02 however and now is the same as the one you can equip instead of mines.
One of the best things to do is max out the ammo package. It helps out your team because they don't have to stand right on top of it to resupply and it will generate XP for you. I've had engineers drop ammo packs right beside the one I laid down a few minutes earlier (presumably to supply the group I was supplying) and I still get XP because they never bothered to upgrade their ammo pack. Upgrade, it is worth it.
Totally worth maxing out. It has long since paid for itself. When I hop in a scythe t the warpgate I always drop a pack near the front door. There are always a bunch of clowns firing off rounds at nothing (especially if you are on the wrong continent during an alert). While I scout around and see what's what, they are generating certs for me (they might as well benefit their side somehow).
My only complaint about ammo packs is that equipping an ammo pack in place of c4/mines does not allow you to have 2 simultaneously deployed ammo packs.
