That graph is incorrect. A dev has already stated that SPA does not reduce damage at all. It's only downside is slightly slower bullet velocity....
I keeps the flash from your shot out of your reticule when you fire ADS (not every gun has this problem though) and it hides your flash from enemies...

As an avid Phoenix user, I can state without a shadow of a doubt, that the Phoenix OHK ESFs. I do it all the time. And it should stay that way.
