Any target that moves out of the lock on launchers lock on range after the rocket is fired at a locked target within range will not take any damage from the rocket hitting it. IE if a vehicle moves out to 200m+ from the ground lock on after the rocket is fired locked on within 200m it will not do damage. This happens with air most notably where the lock on range is 350m, but the target can move out of lock on range quickly. Occurrence of this this is consistent and repeatable.

On air targets, past a certain speed the rocket will not to damage even if detonating within the lock on range; speed requirement undetermined at this time. Occurrence of this is inconsistent, but it happens most when a rocket is fired at an air target passing nearby at a side view aspect.

Greetings Hotthorns, when did you start encountering this?

That’s because lock-on launchers were massively nerfed, they used to have an original algorithm that was quite effective as I know the programmer at SOE that originally designed it.

They used to track the vehicle at it’s place of origin, then place of travel up to maximum range of the launcher. That got changed, now they only follow the target if there isn’t a obstruction that they detonate on or the player can use speed or height to out range the launchers that have now shorter travel distances. Many pilots just climb out of range of AA these days. The original lock on abilities were considered to effective. Originally you got hit in aircraft before you could even react by lockons, not anymore.
