Is it possible for a player not to belong to a faction?

Daft question, and I'm sure there is a simple answer, but I thought I'd ask.

I noticed in my kill stream that I had killed a couple of players that do not appear to be a member of one of the three factions.

Are they some kind of NPC?

They're NSO, only members can play them, if the players you killed had robotic bodies/frames then it was them.

Ah, I see... I do recall seeing the kind of robotic style player from time to time. I didn't see this particular player because I killed him with a bouncing betty.

Call it proof of the existence of the characters that do not belong to any faction, as well as the a public service announcement for those who like to fire at them because the look a little different and/or got whipped by them while they were on another team.
